Inconsistent gloss

I placed an order for multiple different labels with gloss finish that arrived in 2 shipments. Shipment one arrived in full gloss with colour all the way to the edge while Shipment 2 arrived with a satin sheen and white boarders. Reluctant to order again as these labels were supposed to be matching tops and bottoms on product packaging and came out of my start up budget.
